Madara knows the ying yang release and the ying yang release is critical if you want to perfrom creation of all things which is to manifest imagination and then breathe life into it.Madara stated he can to this by being hooked up to the gedo which is grants him a steady stream of residual juubi chakra which the sharingan and all its justu derive from.Madara can use a limited scaled down version of creation of all things which is confined to the case because he is confined to the cave because the gedo keeps him alive.Tsukuyomi is a watered down ms version of this which represent the spiritual dark world.For the actual tsukuyomi version itachi is the strongest to weild it but this version madara is using is the true power that tsukuyomi thrives from so comparing madara's limited use to the atcual techniwue uchiha can perform is useless

they are all different forms,izanagi is the strongest one which is only usable if you have both uchiha and senju dna the tsukuyomi is the weakest version which only need the sharingan and no senju dna to perform.It manifest the yin chakra of imagination but does not acutally breathe life into it.Think of tuskuyomi as the first step and izanagi as the second step which combines the uchiha yin nature with the senju yang nature to breathe life into the illusion to make it a reality which is what the creation of all things actually does
