Juubi concentrates chakra in its eye.The circle align like stars and the commas shift into position. The moon is engraved with the juubi's eye after a long time. The moon reflect the genjutsu on everything, including plants.

As to how it works against Sasuke or not, thats hard to debate on, since Sasuke with complete regular Sharingan broke Itachi's Tsukiyomi, who knows if with EMS he could break through a more powerful one, so its not a question to be asked now.

OT: According to Manga no one can break free from Inf Tsukia that includes Sasuke....

its the greatest genjutsu, who ever caught on tsukiyomi wont get away no matter what... unless your an uchiha, but this one is special infinite tsukoyomi doesnt have any weakness if your caught your under the genjutsu forever... unless maybe if your naruto... you know, plot no jutsu...
