I would like to point out something important. It is not true that jinjuriki are immune to genjutsu. If i recall properly, wasn't yagura who was a perfect jinjuriki put under a genjutsu? Also, bee was put under itachis normal genjutsu for about 5 second before hachibi broke it.
Now going by manga logic and fact, it would be safe to say that Tsukiyomi can be effective against any bijuu user since it is instant in real world time. Therefore, Tsukiyomi simply takes place too fast for any bijuu to take action and break it.
I know one person who will come up with complete BS such as the jinjuriki have the same conscious as their bijuu, but that is completely false. The manga clearly shows that a user has to willingly enter the subconscious between the bijuu and himself. But the jinjuriki cannot do that while his own chakra is under control by itachis tsukiyomi, especially since it takes place instantly.
