He can target Orochimaru or Tsunade, who can't detect him. Dodging jinton isn't as easy as you may think, none of the Sannin have the feats to comfortably evade jinton over and over again, especially if it's targeted at them from a blind spot.

They stand within the barrier with Jiraiya. The other Sannin don't have to detect him, thats what the barrier is for. Jinton is not hard to evade you gave Sannin Intel so they know when it's coming and they can only chase one person with it.
