Mei High diff, because her Ninjutsu range is long and can use the mist to blind Tsunade with her byakugou and than could use Water Dragon on her head.

Mei doesn’t have a jutsu in her arsenal that can damage Tsunade faster than she can heal. Mei also has no speed feats to suggest she is the same speed or any faster than Tsunade, or even to escape Tsunade’s shockwaves. This is honestly a mid level win for Tsunade, who, worst case scenario, can summon Katsuyu, which is larger than any technique Mei has.

Mei is honestly very underwhelming, and is not lethal enough to overcome Tsunade’s extremely vitality and brutality.
