So from my understanding, truth- seeking orbs are all five elements combined right? So does that mean that anyone that can create or use them can also make use of all other kekke genkai right?

Truth Seeker Orbs are not only all 5 elements combined, but those 5 elements are also combined with Yin and Yang Release, so it's the combination of all 7 elements (Katon, Suiton, Futon, Raiton, Doton, Yin, and Yang) which can only be created through having Rikudou's Senjutsu. Theoretically, one should be able to use all KKG if they can create and manipulate TSB, but that hasn't been shown to be the case.

May be it's like Rinnesharingan where being the father dojutsu to all but still can't replicate other dojutsu techniques in the same way Truth seeking orbs containing all elements doesn't mean it can replucate other kkg cause all kkg / dojutsu are mutations of the original but since they are the original ones both can neutralize abilities of other kkg / dojutsu.

Yes they can. They automatically have all the elements. Rsm grants universal understanding of all chakra.

You cant utilize TSB without the passive understanding of chakra thst RSM grants. Its also why Naruto can fly
