I'm calling this out. Minato invented the Reaper Death Seal, Flying Thunder God AND Rasengan. The Rasengan was basically a Bijuudama in human form, a concentration of chakra and the pinnacle of shape manipulation. He was also able to find the exact number of enemies in a forest by simply putting his finger on the ground to sense them. Using his S/T technique, he can teleport to seals he places on objects, objects that are moving, he can send attacks at any suitable place he wants to (with or without a tag is questionable), and was able to teleport the entire Kyuubi. Not only that, but he also created a whole barrier, which stopped Hiruzen from getting in and the Kyuubi getting out by himself. Minato has summoned Gamabunta, and it states that whoever summons the Chief Toad has the potential to summon any toad. Minato sealed the remaining bit of chakra that he DIDNT take from the Kyuubi into Naruto via his own jutsu. As for intelligence, he carried out a plan on Naruto's life, tracked Kushina's kidnappers as a kid, identified the weakness in Kakashi's Chidori in one usage.. and much much more.
Even if he didn't have these feats, several amazing shinobi have quoted him to be the pinnacle of success and some say that he's the greatest shinobi they've known. What's funny is that he can achieve all of these feats on the limited screen time he's shown...

First ninetailes was bounded by kushina he cudnt break the barrier second all those seals he places on kunais are flying god tech that's why he spreads them widely in the field third mention an achevement minato done without his flying god tech? I wana hear it cuz as far as I know he spams more flying god tech than rasengan ,picture itachi spaming minato amaterasu till hee engulfs the field of it then what? My basic point was that it was even larger than the nine-tails. Its intent was obvious: Minato was doing this alone. Hiruzen even commented on that. You are criticizing Minato based on the fact that he uses the jutsu by which he got his nickname more than his others, which is a flaw already but there's proof that he can do more. Just look at how much he could show off with limited panel time.. barriers? Toad summons? Creation and usage of the Rasengan? Sensory? Forbidden sealing jutsu (that he invented)? He uses it when he needs to. If FTG + Rasengan are enough for A to call Minato the greatest Shinobi he's seen, than I'd say it's a pretty good combo. I can picture Itachi spamming Amaterasu.. he's used it as an Edo hasn't he? The fact that it barely costs him chakra in comparison to Amaterasu/a Tailed-Besat Ball is reason enough for him to use it often. Plus the Hachibi spamming TBB would be a horrible idea if Minato has already shown to warp such attacks...
It wouldn't take long to scatter his FTG tags you know.
Ok then last minato vs raikage without flying tech minato wud died easily as that , even if he sumons gamabunta bee wud take care of it lst thing minato cud do id death reaper seal unless u wanna call that one a drae ohh n admit his a simply spammer , n corection minato wud had lost against itachi considering itachi a genious an all his arsenal not a chance
