I see a lot of posts about Konoha 11 and how they are all ranked, and popularity, etc. So I will give you the truth about them.
Most of the people on NarutoBase consider them as fodder, or fodder 11. In actual definition, neither one of them are fodder, but by your definition, only about half of them are fodder. Here is the truth in their ranks through strength and intelligence:
1) Neji Hyuga- He was considered out of everyone taking the Chunin exams and all the genins the strongest one that year. He has advanced beyond the limits of the Hyuga, 3rd strongest clan in the village after Senju then Uchiha. Over the time-skip, Tsunade took a minute out of her busy day of being Hokage to make Neji a Jonin. That alone shows that he outclasses the others since not even Tsunade's apprentice, Sakura became Jonin, or one of the smartest in the series, Shikamaru, didn't become a Jonin.
2) Sakura Haruno- She trained under the female Sannin, Tsunade. She is, I believeone of the main medics in the war. Her strength is almost comparable to Tsunade's. Just not there yet. She is a very smart person, though not as smart as Shikamaru.
3) Rock Lee- Lee, though not as smart as the others, has strength and speed on his side. He was able to surpass Gaara's ultimate defense that no one has ever been through. Almost beat the One-Tailed beast, something even the Akatsuki were after. He has also learned to open many of the 8 Gates, something that is getting Guy on the same level as Tobi.
4) Shikamaru Nara- Shikamaru is of course one of the most intelligent characters in the series. He would actually be in the top 3. Also, he has Shadow Mimic techniques that are sufficient in battle.
5) Choji Akamichi- Choji definitely does not have wits or courage on his side, but he does have strength. And with his Butterfly mode, he has the potential to surpass most. Increasing his size giving him even more strength.
6) Hinata Hyuga- Though she is timid, when she finds the strength to protect those she loves, she doesn't give up the fight. Being from the Hyuga clan, she was born into fate to become stronger than others. Her chakra control exceeds even Sakura being able to control water and makimg her chakra sharp as a needle.
7) Shino Aburame- Being from the Aburame clan, he was blessed with control over chakra sucking insects that lives through him. He is more diverse in long range fighting making him a formidable opponent.
8) Kiba Inuzuka- Kiba may not have a wide variety of jutsu, but he does use what he has to his fullest extent. And then his last resort tramformation causes more damage than anything he has.
9) Ino Yamanaka- Ino, not only blessed with beauty has the ability to transfer her mind into others therefore gathering withheld information from enemies. She can also use this ability for scouting as she was seen using a crow to scout enemies. Not only that, but she can transfer her mind not just into more than one victim, but them even being dead.
10) Tenten- Though she is the last, I wouldn't count her out. She has 100% accurate in all of her targets. Also, she now wields one of the Sage of Six Paths weapons making her more powerful than she was.
