How many people on the base are tired of having all of these sympathetic villains? If you don't know what that is, it's a villain you feel sympathy for.
To be honest, I'm tired of them. This is not a recent phenomenon in media, as it has shown in about a million other shows, movies, and villains. You have these villains who, as the story progresses, you learn more about their backstory and begin to not see them as the antagonist but as a "down and out guy who just is confused about what he needs to do." That begins to become incredibly boring after only a few times of seeing it.
We've got our own sympathetic villain wanting to fix what they believe is a broken world. This is about every other villain in this manga though. Obito and Madara both are the prime examples of this. Both have a sob story about why they're evil to make it seem like they're actually this warrior fighting against an unjust system. Sasuke is another contributor of this.
But you know who the best villains are? The psychotic ones. The ones who did have bad things happen, but they're just kind of like "Eh, **** it, this looks like fun." The Joker and Vaas come to mind, and Oro even fits in this category. Those are the guys that say "Bad things happen, and I'm going to make it worse." Not "Bad things happen, and everyone is going to pay for it! I was hurt! PAY ATTENTION TO ME!!!"
