"True" Villain

[Legendary Saiyan]

I disagree on Kaguya. She became relevant due to Black Zetsu's sudden scheme. She was only for some chapters thinking her long ass scheme would work which did not. Orochimaru is the true villain or was since he suddenly stopped his schemes.

Dosu, Zaku, Team Oboro, Mangetsu, Danzō, they weren't villains. Also, Madara didn't stick to his ideals. He stopped sticking to them after he realized how badly he'd been played. "Maybe I should've gone that way too. My dream is coming to an end. But your's is is still alive"

But yeah, Orochimaru is and has been the most evil and best villain. No peace. Just an all consuming selfish desire for everything there is.
