If you enter the text into Google Translate, you can kind of get an idea of what they're talking about.
It looks like these two companies got caught pirating manga and anime and are now getting in trouble for it by their respective mangaka.
I guess if the companies that were doing the pirating are the same ones that provide the western audience with the scans, that would be why there's a delay.

Currently in Japan two of the top Anime & Manga shops are being sued by a few manga writers for releasing there work online ( Or releasing manga issues early to buyers ) According to the complaint, the two companies have taken orders from individual customers, electronically copied the authors' works and sold them for several hundred yen per copy without permission.

I translated this for you all, but no worries the manga should be out tomorrow ( The court order was filed yesterday which slowed things down ) I don't believe Masashi kishimoto is apart of the party that is file court order but I am sure many of his fellow writers and friends are.

PS: These two companies are Atago Inc. and Scan X Bank Co. & said they would keep up the copying.. LOL

I don't think Kishi minds at all, Naruto Ninja Storm 2 sold 38 million copies ( A large amount of that is coming from outside Japan ) Thank you for your support of Japanese artist!!
