True power of the sharingan is on my av. It was so powerful that Kishi had to split those eyes into 2 different persons because they're too op.

They all have their strengths and weaknesses. But in terms of sheer power, I would say Madara but that's only because he has more experience than Sasuke. Shisui would be one of the most powerful in terms of genjutsu. It's funny to note that I haven't seen anyone that is a fair balance of either aspect. Shisui and Itachi were more genjutsu oriented while Madara, Sasuke, and Obito were more or less battle oriented (CQC). Danzo needed a lot of eyes and they still didn't help him. Kakashi on the other hand, was skilled in his clever applications which isn't really battle oriented or genjutsu-based.

Obito, Itachi, and Madara in terms of sharingan genjustu.

Itachi is the only Uchiha without outside help to show the fruitfulness in genjustu. His Tsukuyomi is also a genjustu that can't be beaten by non uchihas. He has better natural talent and skill in genjustu then anyone else.

Obito is another powerful potential who shown to put the likes of a perfect jinchuuriki in a genjustu and control his every movement.
The problem with his is that he can't cast a genjustu on those with the same eyes as him. (Kakashi)

Madara only showed impressive feats of genjustu when he was hooked up to the gedo mazou. He was able to put a genjustu on nearly anybody without limitations. He even said he can create anything in his illusionary world off his will.
Ems Madara had nothing impressive to show in terms of genjustu that even Sasuke did better, he had Magic garb Susanoo. That's pretty much it.
