Well, I was "medicated" during the writing of this.
This is just a little something I was working on to support why Jiraiya is underestimated. Or why people think he is overrated.

Hello, I am here to deliver points about Jiraiya. I love Jiraiya but far from biased.

I’ll start with Sannin. (Lit. “Legendary Three Ninja”)
The Sannin are three legendary shinobi hailed as the greatest of their time.
As kids they were trained under the God of Shinobi, Hiruzen Sarutobi.
The Sannin consist of, Orochimaru, Tsunade, and Jiraiya.
The three are considered kage level without a doubt.
This name was rightfully earned and bestowed by Hanzo the Salamander.

Now for kage.
Kage’s are leaders of the village, usually the strongest in the village.
Jiraiya was trained by Hiruzen, who was trained by Hashirama and Tobirama Senju.
Hiruzen and Hashirama are known as the God of Shinobi. All three being Hokage.
The Senju and Sarutobi clans are known for their immense abilities.
Jiraiya never became Hokage, though he turned it down twice.

Sensei and student is a very powerful bond. The better the sensei, the better the student will usually turn out. Thus the new generation always passing the older. Except in the case of passing the almighty Hashirama.
Now Sage mode.
Sage mode is a very powerful asset to only a few have been able to use and master.
When users draw in natural energy and mix it into their chakra they enter sage mode.
It’s said that only those with naturally high chakra can utilize natural energy. They also need a resilient body.
With sage mode the users abilities are enhanced dramatically. The natural energy can also act as an extension of the users body inflicting physical damage without actually having to touch the opponent.
While Jiraiyas sage mode is incomplete it gives him access to other abilities that include Ma and Pa.

4-tail Naruto
Jiraiya was able to take on Naruto while in 4 tailed state.
He was almost killed because he wasn’t trying to harm Naruto, but to suppress the chakra of Kurama .Naruto in the 4 tailed state is extremely powerful. Changing the landscape and nearly killing Orochimaru.

Jiraiya vs. Orochimaru
While drugged by Tsunade, Jiraiya was still able to stalemate or even outclass Orochimaru.
Even though Orochimaru had no use of his arms and was using Kabuto as his help, it doesn't discredit the fact that Orochimaru is still extremely powerful without having to use hand signs and jutsu.

Jiraiya vs Itachi vs Pain
I bring this up because many people doubt Jiraiya could take on Itachi.
When Itachi and Kisame came to take Naruto, Itachi said even if he had backup the results would be the same. After only using Amaterasu and Tsukuyomi one time each, Itachi was exhausted and needed rest even deactivated his sharingan right after leaving.
The situation with the back up could mean many things. Such as, Jiraiya is still too powerful for another team of Akatsuki or Itachi wouldn’t let Jiraiya or his backup kill each other. And that Jiraiya wouldn’t kill Itachi or during the fight with Itachis back up Jiraiya would obviously recieve back up too being in Konoha. I do not think Itachi would get all the other Akatsuki as back up as many people have said.
I am not saying Jiraiya would have won 100% but my bets are on him.

Pain said that if Jiraiya would have known the truth, he would have beaten him.

Jiraiya also has a wide arsenal of jutsu.
-Rasengan
-Summoning
-Swamp of the underworld
-Ultra-Big Ball Rasengan
-Goemon
and various others.
I apologize if this degraded in quality while coming to end.
It seems while I have started becoming a part of this forum Master Jiraiya seems to not get credit where he deserves it.
Im sure I missed things but I am fuzzy I haven't seen the master in a while.
I will try to improve on it later today and include scans.
