Hmmm, if he could summon Ma and Pa he'd win... maybe he can. We don't know enough about Minato to give him the win, unless he can rasengan blitz... from 100 feet maybe he can, he is pretty fast, and the clam isn't instant... if Mizukage gets the genjutsu up though, hard for Minato to win without Ma and Pa (at least based on the limited amount we know about Minato).
