If Deidara has to use C4, that by itself makes it high diff, that's not a technique he spams, it's his last resort. Not counting C0 ofc.
However the Mizukage was shown as a genjutsu specialist and Deidara always seemed to get trolled by genjutsu.
I think Mizukage wins, mid diff.

Are people really gonna say Trollkage wins? His only formidable attack is Joki Boy and that doesn't reach to the skies, and Mizukage has nothing to prevent Deidara from taking off either. Deidara can simply use his Large AoE bombs (C3 and C4 but I doubt that latter will be needed) to finish him off. His Hydrafication can't take C3.

It wouldn't be a stomp, but the Mizukage still beats him mid diff, but that has nothing to do with the topic at hand. Deidara can fly so that basically renders all of the Mizukage's moves useless.

We don't actually know how close the giant clam needs to be to the mirages and Deidara might as well just exhaust himself trying to destroy illusions, even by using C3.
Mizukage and Mu killed each other and Mu has AoE attacks as devastating as Deidara's so his AoE isn't precisely a point in his favor.

ETA: forgot to add that Mu could fly too.

Hey....couldn't the Mizukage just use is hydrification technique to reduce or void the damage of deidara's bombs? If so then I say Trollkage wins.

that was not even a genjutsu i don't think.. because nothing happened, sasuke countered the small blast of c4 using raiton not a genjutsu .. im pretty sure that is just deidara spazzing over the sharingan ..

Large AoE bombs like C3 will cover the battlefield and regardless of whether he can find the Mizukage or not. He will be caught in its blast range and his clam will be killed ending the mirage.

Deidara's AoE is far superior to Mu's AoE so that's not a valid comparison.
