Jiraiya starts off by forming a set of handseals, causing the ground to raise 4 pillars forming an "x" shaped pattern with you in the middle, as the pillars rises they release lightning within it electrifying and paralyzing anyone within it's vacancy, following up with releasing lightning essence to the sky and causing lightning bolts to strike down onto you from above, the bolts form a circular area around you filled with lightning bolts inside it.
