Sorry Sensei, I'm stumped :/This jutsu is very vague and some are, however what we discussed so far are not the case with customs. This one, really doesn't have a key word here. This scenerio is possible for a basic person who could just disperse into a cherry blossom. You might say well, he doesn't have any of those custom jutsu's. Well your character / bio wouldn't know that, they do not have the chance to look at their cj thread xD.
Anyways, so how can you identify this effectively without meta gaming?

because i sort of expected you not to know this.
Any genjutsu, specially of this type where it's only a visual genjutsu is placed, will only happen in front of you, 1 time and doesn't happen again unless they perform the jutsu again.
This one will stop once the jutsu has run it's course. Unless the jutsu states that it repeats, it wont repeat.
Lets take a simpler example, Say I place a D rank genjutsu on you and all it does is that it shows that i throw a fire ball at you from mid range. I do all of the motions to throw you a fire ball. You then gets placed in a genjutsu and see's a fireball heading your way.
For whatever reason you completely ignore the fireball and do "Nothing but stand there". Once it hits you, all it will do is run through you. Why? because it is an illusion and nothing more. Will it explode? Not unless it states that it does so. Another important thing to note is that it's a fireball. You should get burned or atleast feel the heat when it comes hear, non of this happens unless it states otherwise in the jutsu. However these things can't be stated in the jutsu in customs because genjutsu can not predict how you will react. Only exception to this is the sharingan genjutsu, however those are not allowed at the moment so you have little to worry about custom sharingan genjutsu. You should just know that a regular genjutsu can not control how a person's going to react or feel.
So the fireball comes to you and through you with you not feeling anything. The fire ball doesn't turn around or you see another one behind it. It won't repeat and it will just end, unless it states so in the jutsu.
So with this technique, how do you counter? It's a quick genjutsu, you barely have time to react to it, because by the time you see him disolve into petals. You are already under his genjutsu. So what do you do? Well the jutsu only masks visually, you are a shinobi that has lots of abilities or in the future you will be. It won't be far fetched that you use your hearing when he gets near, or if he gets near you. This genjutsu doesn't mask regular jutsu or anything freeform. You will be able to see that he has attacked you from a distance if he did so, that means you can react to it and know his location from the area he launched a jutsu at you. This is how you counter it, with logic, knowing that you still have hearing available to you and knowing how the jutsu works.

While at this time you've thrown the paper bomb at your opponent [ say outside of the genjutsu which he can not see ].
