You don't need to make a physical contact to hit them with the chakra burst. Unless the technique says you need physical contact, you don't need to make physical contact.

Look how wide that chakra wave is. The wave is for sure will hit them. They need some good speed if they'll try to dodge that. You can go either for a physical contact if you want to go for s specific point or you can release the massive chakra wave within short range and still cause internal damage.

Neji looks around spotting 3 enemy ninja's around him in the form of a triangle, all mid range. One directly in front of him while the other 2 are on his back left and right sides. With making a single hand seal, I would activate my byakugan.

One of the Three Great Dōjutsu (San Daidōjutsu), the Byakugan is the kekkei genkai of the Hyuga clan. Bearers of this Dõjutsu have almost featureless white eyes. When the Byakugan is activated, the user's pupils become more distinct, and the veins near their temples bulge as the blood flow to their eyes is increased. While having the Byakugan deactivated, Hyuga ninjas have a normal eyesight and no special addition to their vision. While low rank Hyugas will need to perform a sequence of hand seals ( Horse → Tiger with lifting just index fingers → Boar with nearly straightened fingers → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar with nearly straightened fingers → Snake with the right index finger lifted straight up) to activate their Byakugan, Hyuga masters will be able to do so without the need for any hand seals and even have it active passively for long periods of time. Once activated, the user gains access to all of the abilities the Byakugan bestows upon them. While, like other Dojutsu, its main ability is to see chakra and the chakra flow in sentient beings, the Byakugan adds a complete new detail and dimension to that ability. The user can not only see chakra and the chakra flow, but also the circulatory system and even the 361 tenketsu. Added to this ability, once activated the Byakugan grants the user a near perfect field of vision 360º around himself (up to long-range if he's a master). This field of vision has only one blind spot, slightly above the 3rd thoracic vertebrae and facing backwards but enables the user to actually even see his own chakra circulatory system and chakra flow, which explains why all Hyuugas are so adept and masterfull of precise chakra control. The last ability the Byakugan has is the ability to zoom in and out, focusing on specific things, piercing beyond matter and energy alike, as well as chakra. This specific ability allows the user to see pass most barriers as well as physical matter (like rock walls, ground, etc) but also energy, being able to focus beyond chakra that might be in front of them or other energies. The zooming ability is enhanced as the user becomes more adept at using his eyes and can even reach distances above 20kms away. Some Hyugas have shown a great awareness regarding agressiveness as well as killing intent, detecting such intentions and emotions from others with more ease than most.
Note: Activation spends a move from the users own move count but once the user reaches Sannin Rank and has gained mastery over Gentle Fist for 1 month, he can activate it passively without spending a move. Because of its low chakra cost to maintain, the user can keep it active throughout the whole fight as long as he has chakra and stamina to do so.
Note: Genjutsu that requires Eye Contact when used against a Byakugan user requires direct eye contact between enemy pupil and user's pupil

Paying attention to the subtle movements of the enemy he noticed that the back side right enemy was whipping out a kunai and was about to throw it at me while the one in front was rushing towards my position with his right hand clenching into a fist. The enemy on the left back side is just standing still, likely waiting for an opening. As the frontal enemy is approaching, he is within short range, which allows me to to perfectly see the upcoming attack. With a swift shift to the right, his right hook with go by my face. As soon as this happens, the back left enemy starts performing a combination of hand seals. Recognizing one of the hand seals of it being tiger, he knew it was a fire jutsu that was going to be released, simultaneously the back right would proceed to throw the kunai and my back. As the fist is flying by my face, I would grab a hold of his chest with both my hands then throw him over my shoulders towards the kunai that was just fired at me. Directly after, I would thrust my right palm out towards the flying opponent with a quick burst of chakra that would strike at his torso and make him go flying back at the back right ninja, striking him and both landing to the ground. From the likes of it, that strike killed the opponent that got hit by the burst, causing his heart to stop. While the other is just shaken up because he just got knocked down and currently has someone on him.

Finishing his sequence of hand seals, the back left opponent would quickly inhale air and then instantly after exhale a medium sized fireball towards my direction. Seeing the fireball, I would re-track my extended right arm, bring it back to my chest area as well as my left arm and then thrust both arms towards the fireball with my palms facing forward. This would shot out a giant wave of raw chakra in a burst that would go crashing into the fireball, destroying it and continuing forward to crash into the opponent decimating him and all his internal organs. The back right enemy is pushing the corpse of his partner off him, angrily running towards me into short range.

Description: A much stronger variant of the Eight Trigrams Empty Palm. It can be performed in 2 different ways: 2 gentle fist users attack alongside each other, using the normal Empty Palm technique, each sending a wave of chakra from their palms with great force, which combines into one huge single blunt burst of chakra or, by using both hands, the user is able to produce the same effect by using the Empty Palm technique twice, one for each hand at the same time. Similar to a large wind technique, this attack was strong enough to push back one of the arms of the Jubi and works by using the chakra to push the air outwards in a blunt wall-like blast.

As the last approaching enemy comes closer towards me, I would say this one line. Never underestimate the Hyuga!! With that only line, I would then with the help of my byakugan, spot out exactly where the frazzled enemies heart and lungs are. Also clenching his fist, he swings directly towards my face. Seeing it coming, I would duck and then thrust my right palm with a burst of chakra firing into the enemies torso, directly hitting his heart and lungs. The burst of chakra would make it's way through his body, appearing from his back as a thin stream of chakra instantly growing into a giant wave that makes the opponent moments after just collapse on the ground.

These strikes are mainly used to attack the tenketsus within a persons body which will allow you to control your opponents chakra network by either turning it off or making more chakra go through that point. It can even be used to attack a vital organs, directly attacking them but with less damaging effect compared to a chakra burst.

Yeah I mean you actually have to post the technique like the A-ranked 361 strikes and say that you inject chakra into their tenketsu.

From what I recall, these are really tiny practically invisible. They shouldn't be powerful enough to actually cut off a limb but I do believe that should be able to injure a tendon if struck correctly. Same thing would/should happen to an artery/vein if directly attacked.

At most I'd imagine it would just cause brain damage in general, killing the opponent. Same thing somewhat applies for the lungs. By increasing the amount of chakra flowing through the occipital lobe, we can cause it to fail thus they can go blind. Yeah when I'm done with my finals I'll try to think of some and collaborate with you.
1) An oncoming enemy is preferring a series of hand seals, which includes a tiger hand seal. Figuring it would be a katon jutsu Neji would begin running forward towards his opponent which is about mid range away. Running directly at him the opponent would fire the jutsu. It heading towards Neji, he would extend his right arm and thrust it outwards with his palm facing out shooting a burst of chakra that would blow back the katon jutsu. Getting into close range and using his byakugan he would spot the tenketsus of the enemies body and upon reaching him would strike the 8 main gates completely shutting down his opponents chakra flow.
2) Being surprised by the enemy, he would sneak behind Neji while walking home by himself with his arms completely wrapped around Neji. Unable to move, Neji would release chakra from all his chakra points that would blast the enemy completely off him. Falling onto the ground the enemy semi disoriented would slowly try to get up with his legs shaking. Neji would then get into position activating his byakugan and dashing in at the enemy attacking his chakra points systematically striking at 128 points. The opponent would the collapse onto the ground not moving.
3) Running directly at an enemy, Neji would maneuver around getting close to the opponent. Up close to him, he would wrap the opponent with ropes that he wouldn't be able to get away. Since he's a sitting target, Neji would begin to take a stance and strike at the enemies tenketsus. Striking at 361 points the opponent falls to the ground. Going for the overkill, Neji would strike that the targets chest releasing a big wave of chakra that would appear as a small stream on his expanding into a big one. This would completely destroy the enemy as he slams his face into the ground unconscious.

I actually didn't know you have to have your byakugan active to be able to release chakra more accurately. Just figured since the enemy was behind me, I'd be able to release it turn around and active my byakugan.
Standing face to face with his opponent, Rock Lee, Neji would look into his eyes calmly. Activating his byakugan he would proceed to say.
Lee, let's have a good fight.
Standing short range with each other, Neji would make the first move by sweeping his right leg onto Lee's left knee. Upon hitting him there, Lee would lower his torso and head downwards opening it up for Neji to strike him on the head two times in rapid succession sending him up flying upwards into the sky. As his opponent is spiraling upwards in the air, Neji would thrust his right arm out with his palm facing the airborne opponent, shooting out a burst of chakra.
As the burst of chakra is flying towards him, Lee would regain his balance mid-air and dodge from the path of chakra. Doing a flip he would land back onto the ground (mid-range), he would use that momentum to push himself forward dashing full speed towards Neji. Being familiar with his moves, Neji would predict what Lee would do and embraced for Lee's attack. Lee, as usual would throw a right hook after his dash towards Neji. Reacting as such as the right hook would come, Neji would raise his left arm and using his left hand to push the incoming attack upwards. Successfully blocking it, he would extending his right arm out, using his index finger and middle finger to attack the chakra point that is located at the heart.
Hitting this, Lee would step back for a moment and try catching his breath as he's in pain from just being struck. Using this opportunity, Neji would move forward extending his left arm forward as well as his right and make both his index finger and middle finger point straight. Moving both his arms back and forth, he would attack all of Lee's tenketsus in a matter of seconds. Lee would then fall onto the floor.
I've closed all your chakra points, Lee. This match is over.
