The simplest way to see this technique is thinking of it as creating an invisible mist of adhesive water particles that will cling to your opponents and slow them down and anything that enters it's range. So the primary usage of this technique is to slow down every person or object that is faster than the user. Would this mean that every technique used inside the mist, with the exception of my own, would be slowed down 4x? That would be quite interesting, seeing arrows and kunai slowed down, and even hurled rocks and solid projectiles.
Though, using this technique cling to objects, the user is able to manipulate them, taking control over them, and then throw them around, within the mist. This time I can give them the speed I want, right? Same as a drawn arrow? Or a thrown kunai? This can only be used once per usage, and decreases the life of the technique by 1 turn. How many objects can I pick up with this? All that I want?
As for the foreign chakra, would my summons and my insects also be immune to this mist? They mainly feed on my chakra, so I'd guess yes?
A third ability of this technique is to completely arrest the momentum of one body part, instead of just decreasing the overall speed, once per the duration of this technique. I know I can't damage them, so I couldn't just stop a body part and then use the second ability to bend the arm and break their bone, but could I stop an arm of a charging opponent, so that they're unable to stop and they pull their shoulder apart from their own momentum? It's not direct damage, it's more like auto-dealt damage.
