So this "White City" that was mentioned by Law must have some deep connection to his past and as to why he was such a demented youth. Now I've put not much thought but like a good 45 minute One Piece recap in my head and one thing stood out for me in regards to this "White City".
First thing i thought about was Mariejoes but when i looked at mariejoes is was more white with green trimmings and what not so i said that cant be it.. I thought back to where in the OP world was a white city and the only thing i can remember is Tequila Wolf.

This all said Law was said to originate from West Blue...and Teqilla Wolf is located in north blue.

Another thing i realized is the jump suits that they wear on Tequila Wolf, Law's crew wears the exact same jumpers as the prisoners.

Now with all this said, My connection with all this is that maybe Law was a captured prisoner at one point and worked under the government cruelty we saw back in tequila wolf. He was beaten and tortured. He couldn't take it anymore and decided to run away. He strapped bombs to himself as a way to protect himself from anyone who was out to capture him and return him back to work in the dreadful cold on Tequila Wolf. Being a Pirate means to be free and to be able to do whatever you want. This very reason could also be what lead young Law to join doflamingo's crew because he would rather be a pirate and be free than to be chained and beaten to build day in and day out. Now, regarding the jump suits... I believe that Law used those jump suits as a means to clarify who works under him because he is still tramatized by what he saw as a child that he took that same approach on his crew members. Perception and reality is what makes people do certain things. I came about the jumper idea when i saw the Human Shoppe on Saboady and Arlong's Park were replicas of each other.
Random, Odd, Wow, and just plain out wierd i know. But Oda tends to make connections all the time. Tell me what you guys think.
This is all speculation so before you chew me out give it a thought.

Or i could be over thinking things and White City" in North Blue could similarly be like "Gray Terminal" in East Blue. :leaf:
