Description: The user will send their chakra towards the opponent to create electrical chains about one meter away from the opponent that are to circle the enemy to create a spherical image around the target large enough to trap about one individual inside. Once the chains are fully formed, they will then wrap themselves around the enemy's body within the sphere so that he is unable to escape. The user of this jutsu can perform the ram handseal to proceed to shock the enemy that has become trapped inside if he so chooses to so.

So yeah you basically trap your opponent with electrical chains around the enemy so they can;t move. It would be pretty good against someone trying to use Suiton as they would essentially be electrocuting themselves. You can choose to just imprison them in the chains without damge or use a handseal to shock the opponent within. If you use it as just a cage to trap the enemy. A fire jutsu would be a good follow up choice as they will certainly most likely use wind and the fire will just pass through the lightning and not weaken the cage.

Yes, that's pretty much it. The only real problem is the no lightning for 2 turns restriction, otherwise it's a pretty useful and efficient technique. I have no further questions.

Description: The user quickly gathers lightning chakra on the eyes, making them glow, iluminating the path. If eye contact is made with the opponent, a beam of lightning is shot to pierce the opponent's eyes. The beam is virtually untrackable, due to an optical illusion: Since the beam travels straight forward, all the opponent see are the glowing eyes. Only experienced doujutsu users or chakra sensors (Sage rank), will be able to notice the slight increase of chakra/glow as the beam is being shot, and as such are able to respond correctly.. In the case the opponent notices, it is easily blockable, for if it it's anything other then soft tissue (I.e. Eyes) the max it can do is leave 2 small wounds.

It can be useful in regular RP purposes as well as battle. It works almost like a flashlight glowing to illuminate a path for you so thats its first use. Now in battle this last a total of three turns ,although experienced sharigan users can see it this would be deterent to keep them from trying to use their own genjutsu against you less they be hit by this technique. Against others who aren't sensors/doujutsu. It would be very hard to avoid this jutsu because initially they would not be looking to avoid eye contact against someone like myself who does not possess doujutsu. Once eye contact is made its pretty much over. The downside is its practically harmless if the enemy can manage to notice and figure out the jutsu causing minor injuries. You could use this after genjutsus perhaps to force the enemy into looking into your eyes. Very dangerous in short ranged situations also.
