[Question] Tracking speed and Physical Reaction

So I have a question as I'm still new to rp. If my tracking/reaction speed is 54 and my opponents speed is 14 would I be able to provide a viable counter with a base speed of 8 either physically or via other means such as elemental jutsu? If this has been asked and answered already please point me to the thread. Appreciate the time.

Questions like this should be asked in the RP Q&A or RP Chat thread. As for the actual question, if your speed is 8 but they are traveling 14, that is nearly double your speed and you wouldnt be able to physically move. Release a jutsu without handseals, perhaps but physically move to counter via handseals would be impossible if within short or mid range. Your tracking ability allows you to see it clearer; you'll be able to see what he's doing easily but without any way to keep up, you'll be unable to react to it.
