idk maybe some kind of IT. If I remember correctly the Reaper Death Seal was suppose to put souls in its stomach where they fight forever but Hiruzen, Hashirama, Tobirama, and Minato's interaction as edo hokages don't seem to reflect that so maybe its just a phrase.
