I didnt rank miscellanous kages like 1st mizukage, 2nd raikage,1stkazekage at the bottom cos we know too little of them to rank them higher than itachi's crow.lol

Onoki can beat my boiii the 3rd Raikage. Also 2nd Mizukage is pretty weak, no idea how he killed Muu.
