He can use 2 ranged jutsus.
The poison cloud jutsu and the poison jar jutsu.

So why didnt he fire those two ranged attacks on Tobi, when he fought together with Foo?

One of the answers is, that this is the anime and that was the manga.
Still a bit odd though. I think they could have devised a plan to hit Tobi with the poison could jutsu (the one that Shino blocked with a cloud of his own bugs).
