Kale and Caulifla were filler that Toei added as they were not in toriyama's outline. Toei pitch Toriyama kale and he created Caulifla to add with Kale.

Toriyama only designed Toppo,Jiren,Dyspo and God of destruction Quitella and Ribraine as a gag

Ultra instinct wasn't in the original draft but then Toriyama decided to add it

The rest of the tournament fodder were designed by Toei

This explains why most of the Tournament fighters were shit

Toriyama only wrote the elimination order of the universe 7 fighter and the main battle would be Universe 7 vs 11

No he did not just write the elimination order, he created Jiren and made sure his personality was a quiet one. Toei wanted to make him talktive, where as Akira did not. Basically that is why this tournament is shit. Why would you make your main antagonist this boring?

i hope the manga leaves out the toei crap, So far some of the notable people that gave the Z fighters trouble in the anime have already been negged in the manga.

I still hate Jiren's backstory. It's entirely generic but if he turned out to be the monster that killed his family, that would be a decent twist.
