Gara was seriously restricted in that fight but, at the end of the day these Death battles are mainly for entertainment (don't take it too seriously).

If Gaara goes BM1 it's over for Toph. They only considered non-Biju Gaara. That outcome was accurate without the shukaku because gaara has no taijutsu and does rely on sand, which Toph can manipulate forever without getting exhausted. She doesn't rely on chakra. She can even control his kunai. Just sayin'.
