..... why do we insist on making these threads? Yeah we did this with dragonball BUT WE HAD A NUMBER CALLED A POWER LEVEL. We don't fking have this for naruto. Am I alone in thinking every top 10 is redundent. I feel like in naruto that one person may be beaten by one and that person lose to someone who beat that person. Okay that's confusing.

Example we have a b c d shinobi.
A can beat b
A can also beat c as well.
But d who beat a lost to b and c.

there are match up issues and environmental issues but in a quintessential combat vacuum there a characters who are in essence untouchable outside of their tier. for this reason that ten has to be broken down even further into tiers. those tiers in turn have to be vague. so a absolute ranking is impossible. a generalized ranking however is posible. the most i see you narrowing it is to about 5 or 6 best. after that it gets messy
