EDIT : Had to switch Gai and A because I realized that Gai is against stronger opponent + more time on the battle filed + Guy can go to the eight gate unlike A who has shown everything he's got and we know he has no secret tech either + the fact that he's lost an arm i.e. the ability to perform hand signs and thus he is not able to perform ninjutsu.

I think Gai is more stronger than oro and kakashi I mean the guy beat kisame the tailess beast. Gai is extremly powerful
