IMO the best perfect shinobi is Madara.

Madara seems to have mastered his doujutsu, and seem to be an expert in Taijutsu, Ninjutsu, genjutsu, and Finjutsu. Madara has also displayed great tactical abilities and some range of genius (as brawn isn't the only important thing in terms of battle).

I agree to this but not the Hiruzen part.
