I'd put Kakuzu on the High Kage Tier with Kakashi and Kisame....considering he did a fine job wrecking Kakashi XD!

I always see Kisame and him as equals so I put them together....otherwise pretty good list


Oh, but Tenten and Ino aren't fodder....Ino is a support shinobi, and Tenten is actually pretty good!

Kakashi shouldn't e high Kage, more like low or high Jonin. Sasori and Deidara was defiantly mid-high Kage.
