3(2 only apply if naruto becomes a firm two behind Sauce). Madara
4. Obito
Exiting the demi good realm (*any of the top three could be number one.)

5. Hashirama
6. Kabuto (Edo's make him relevant and a shitty matchup with prep.)
7. Minato (I'm gonna catch hell for this one but whatever lol)
8. 3rd Raikage (if he lives up to feats. And he kinda did.)
9. Hirurez (pending filler arc of the professor at work)
10. Hatake Kakashi (Whatever happened to the legendary Sukumo. I think that's Kakashi's Dad's name.)

Logically Speaking Shisui Uchiha one shots all in your list and your fav with Zero diff(Manga Fact) KotoAmatsuki(AKA OP NO JUTSU) is too real.

Shisui got his eye ripped out by Danzo and he could only use KA in each eye once every ten years. The only exclusion to that is anyone who has Senju DNA which allows them to use KA once every few hours...something Shisui was not in possession of. He isn't one-shotting anyone and everyone in the top ten can beat him. He may have been good during his time, but later generations surpassed him.

-Also, you can avoid kotoamatsukami the same way you avoid any other ocular MS genjutsu. You don't look into the user's eyes or just trick them into wasting their genjutsu tech on a clone, since the sharingan cannot differentiate between them.

But this is my list, even though it may not be entirely accurate and could be subject to bias:
