Top Ten Strategizing Shinobi

(3) Kakashi - More or less speaks for himself. Successfully strategized via Pein and Itachi, among others.

(4) Sasuke - Despite being young, has time and again shown the intellect to contend with older and more experiences shinobi.

(5) Shikamaru - Speaks for himself.

(6) Naruto - Unorthodox strategies, as well as a surprising intellect in battle.

(7) Kisame - Yep. Developed strategies to fight full-fledged Tailed Beasts.

(8) Hiruzen - Formulated strategy to fend off two edo Hokage and a Sannin. Hype as well.

(9) Tobirama - Hype and speculation since he's clearly a shinobi genius.

(10) Gaara - Speaks for himself, I think.

I agree with most of it

I believe Tobirama should be higher than Naruto or equal to. They both found out the weakness of the juubi around the same time. and capitalized accordingly

Gaara should be tied with Naruto if not Tobirama for countering Madara and Trollkage.

Look at the way he is fighting everybody and knowing exacly what to do or when he fought the gokage, he just tested them then he countered them.

Shikamaru is good, the thing is he make more than one plan so that in case something goes wrong he can always switch, i don't know if it's good or bad. I think Madara should be somewhere on this list, if i didn't know better i'd say Madara is kishi's Avatar, he basically planned everything out, just for Obito to follow it.

It wasn't really hard to figure out Kamui to the extent that Minato did... the first time I and i'm sure many of you saw it in the Itachi pursuit arc it was quite obvious that you'd have to attack him while he was about to grab you...
