Now before i put up the list, i just want you to know that im using the anime to rank, its kinda hard to comprehend speed, reading a comic, so with what iv watched, top speeds and reasons are gonna be given below
@ number10- kakashi- kamui/base speed-kakashi's kamui takes quiet some time to warp, but the kamui's reaction speed, is off the chart, it was able to take out sasuke susano arrow, and also pains weapons, and his base speed too is simply one of the fastest, seeing as he can copy @ a go, and weave unreadable hand signs, and obviously handle chidori.
9-gaara- sand defence, although it wasent able to keep up with gai's speed, it still has feats of its own, like when he used it to save his village against diedara's bomb
8-killerbee- 8 swords dance/lariato-im not sure thats what its called, but sasuke's sharingan seemed to be dancing, trying to keep up with all swords, his shariingan had problems reading it, and his body found it impossible to react, making both a very deadly and high speed technique
7-jiraya/naruto- sm- feats of this speed, a kick so fast, it blinded pain, a punch at such a high speed, it needs no contact, and speed so high, it actually increases thrust in an attack
6-sasuke- shin shin/ kirin- on one hand, we have a lightning tech faster than sound, nof said, and on the other hand, we have a tecnique even minato uses, and diedara wasent able to react to.
5-gai/lee- gates release- undetectable speed, basically like sage mode, except slightly stronger and a whole lot faster
4-naruto bm/raikage- cloack mode- like i said before, im just using the anime to judge, and so far in bm, only naruto reacting to raikage's punch seemed impressive, but overall, he seemed faster than sm, and the reason naruto and raikage are on the same spot, is simpy cause, minato was faster than raikage, if naruto too is faster, that means naruto speed = minato's, which i highly doubt
3- itachi- overall abilities- now before you flame, ima just list some feats
Was able to weave signs, in the middle of a shiruken battle
Can weave undetectable hand signs
Was able to act faster than a sharingan's sight
Was able to react to a test, that even orochimaro thought was impossible
Was able to react to kirin
And most impressive, was able to make 3 seconds seem like 3 days, the ultimate fastfoward, showing incredible mastery of time, and all this without some unfair boost like gates release or lightning armour
2-obito's kamui-this technique is practically one touch, a techniique as fast as a touch, no need for more explanations
1-minato's ftg- well obviously, from the village to outside the village in a flash

A run on sight nin
And way so many other feats
When it comes to speed, no one simply compares
PS-like i said over and over again, im only judging with the anime, im well aware of characters like
Bm/km naruto
Raikage's dad,
