Top ten everything lol at least what I can think of. People being excluded god tiers/ demi god tiers, Jubbito, jubbidara, SO6P and fam, Current Naruto, BSM Naruto, Current Sasuke.. OF course ET is restricted (as a move).
People who r somewhat demi god tier but letting them participate. Edo Madara, Sage Madara (blind) (Note only 1 type of person goes on each list there is not gonna be a list of just forms of madara lol) DSM Kabuto all enhancements, Nagato, BM Naruto , EMS Sasuke (PS Feats no flying susanno)

5. Gaara (u might question him but in this war he has proved how smart and tactical of a fighter he has become not to mention he only has one ability and the amount of variation that he creates from that 1 ability)
6. Nagato (created rain base ninjutsu mixed it with his sensorship to track everyone in village also created 6pop)
7. Sasuke ( all Versions, u might question him he hasn't been really smart lately but he has shown how smart he is in battle other times)
8. Hurizen (said to learn every Jutsu non Kekki genkai related in leaf)
9. Kakashi (learned 1,000 Jutsu though due to copying but still extremely smart in general)
10. Deidara trained himself to be impervious to genjutsu (I really didn't know who to put for 10 spot but I think he fits)

4. 3rd Raikage (Dodge rasenshuriken Point blank range while blinded)
5. Madara (Blind sage Mode)/Gai (7 Gates)

7. Itachi (was able to respond to Kirin in near death state big feat and keep up with KCM Naruto)
8. Sasuke (was able to somewhat keep up with Ay at least not die in terms of reflexes/speed good feat

Gaara ( Questionable but reasons why. he was able to not only save himself but all the other kages from madara's Wood Release: Advent of a World of Flowering Trees witch is an instantaneous Forrest (Google it) big feat tbh his reflexes is on par with Ay's but he's lower because of the sand usage Blocked Enton and Nuke at point blank explosion)
Honorable Mentions : SM Jariya (not enough reflexes feats) DSM Kabuto (only 1 and that was sasuke arrow who might I Add apparently was not trying to kill) Lee (not enough Shippden reflex feats) Kakashi, Obito might change him with bee and kick gaara out) SM Hashi but no feats

Honorable Mentions: Minato or Trollkage (both tied for my #10 spot till I Realized I forgot Ems madara), Bee Itachi, Orochimaru, Gaara, Kisame Gai (reason why he is not up there because there is more to a battle then gates tbh its about how well rounded you are as shinobi and gai ability while powerful hurts him significantly) kakashi
