I really like kakashi but he isn't on top ten I'm afraid. kabuto is on the list and 3rd raikage is now on the list.

nah shadow clones divide chakra by 50% everytime used. In part 1 naruto formed 1000 clones and summoned gamabunta in the same fight. Talkless of now. Tsunade has high chakra as a senju and sanin but below naruto and jiraya imo.
