This is based off my list you dont like it then just simply post yours below.
10. Kabuto (Dragon Sage Mode, Various powers taken from other people, excellent medical ninja)
9. Minato/Tobirama (FTG, Water Style, Rasengan)
8. Hiruzen (Knows all elemental natures, monkey sage king, RDS)
7. Itachi (Amaterasu, Susanoo with Yata Mirror and Totsuka Blade, Excellent genjustu user)
6. Nagato (Six paths of pain, Chibaku tensei, almighty push boss, etc.)
5. Obito (Kamui, wood style, gedo mazo, rinnegan, etc.)
4. Hashirama (Wood Style Boss, that crazy hand statue, has control over tailed beasts)
3. Sasuke (Extremely fast, Rinnegan, PS, Amaterasu + has control over the flames, genjutsu, intelligent, various forms of chidori)
2. Naruto (Has all 9 Tailed Beasts so can use various natures, many forms of rasengan/rasenshuriken, strong life force, sage mode)
1. Sage Madara (PS, Tsukuyomi, Regeneration, Wood style, rinnegan, IT)

I did not include Kaguya (yet) because we havent seen all her power yet in action.
