He means by an overall balance of Ninjutsu, Taijutsu, and Genjutsu...that's what I'm guessing.

So he means the strongest person who is actually balanced out. Not someone who has extreme power in just one technique like Oonoiki having most of his power from Jinton...Or Uchiha's overusing Susanoo.

Kimimaru...no one saw more of him but I guess he too would be sparking bones tech like hell cause it all he ve got.....

Deidara I think is one of the best rounded out ppl, he fought gai and kakashi's teams with no arms and even managed to do a few jutsu's without them. He trained his eye to see through genjutsu, this makes him one of the best ppl to fight an uchiha imho. He's get long ranged attacks, as well as short ranged, and his nano bombs could easily fodderize multiple top 10's at the same time.

Come on guys, you know what balanced means. Someone who uses their jutsu cleverly and in variety, and not every single move is a mountain-buster, and doesn't constantly bet their life on 1 move every single match.

Hiruzen has an unrivaled feat i.e. Soloing Prime Orochimaru + Edo Hashirama + Edo Tobirama U_U

soloing would imply he won. He died and Oro not only got his arm back but both his two edos.
