I wouldn't call the Madara the best Sharingan user because he like to overwhelm his opponents with pure power.

As if there are that many Uchihas that are worth of comparing... but okay:

1. Madara/Itachi tie. Because only Madara advanced beyond EMS and activated Rinnegan. And Itachi in my opinion is the most talented Sharingan user.
2. Sasuke
3. All the rest - because there are ones that died and that we don't know much about (Shisui, Izuna, Obito), those who aren't Uchihas and therefore can't use Sharingan to the fullest (Kakashi) and doped guys (Danzo and Edo Madara)

Tobi is a whole different matter, since he practically never used Sharingan abilities in battle (except against Konan).
