2-7 (interchangable) : Hashirama, Madara, Minato, Tobirama, Hiruzen

8-9: Itachi or Obito

hiruzen beat edo hashi and edo tobirama, while sealing oros arms at an old age. tobirama survived encounter with kinkaku and ginkaku and like 15 other jounin -level shinobi.
nagato is on nr 1.
jiraya and tsunade I will not even explain. Kimimaro beat Naruto, Lee, and almost Gaara while being extremely sick, and killed the kazekage.
Bee is nr 11.

They still was not at full control of Orochimaru,Kabuto controled them all and culd svich with them I doubt full powered Hahi can lose to Hiruzen realy.......
Nagato can be beated by many Naruto,Sasuke,guy,Madara is on list so he counts,Tobi,Itachi and Minato and Kabuto.
Jiraya and Tsunade it is still not true deal with it......

Now that we have gotten past the climatic part of this arc. is it safe to now safe that Naruto is Top #3 of a shinobi list. With Madara and Obito w/juubi being the only ones ahead of him.
