Whatever my list would be, it'd be correct only for myself. The same applies to everyone's list. While I think that a character is above one, you may think the opposite way. What good in arguing about it. The only one your list is "fair and square" is yourself only. There's no official Top 10, there's only people with different opinions.

I don't understand how any of these three are on the same tier. Madara should move down for sure. Obito can remain on this tier but the Sage should go up a tier. Putting these three on the same tier is basically saying that these three are roughly of the same level of power but this is most certainly not true.
A tier with just one person? He's on the same level as Madara so I guess if you move Madara down, this tier is fixed.
I don't see how Kabuto and Nagato are on the same tier as current Sasuke and Naruto. Especially Kabuto considering he lost to edo Itachi and an EMS Sasuke who wasn't trying. BSM Naruto outclasses EMS Sasuke for the time being so I can see Naruto moving up a tier while leaving Sasuke and the rest on this tier. Otherwise, you can keep Sasuke and Naruto here but move Kabuto and Nagato down one tier.
I agree with this. I don't think I have any complaints about this tier.
Pretty good so far, I don't see anything wrong with this but I think Kisame is ranked a bit too high but belongs in this tier at a lower place.
Are you including the hyped prime versions of Hanzo and Hiruzen? If so, Prime Hiruzen should move up, if this is old Hiruzen, he should move down one tier. Old Hanzo should also move down one tier while hyped Hanzo could move up.
I suggest moving Deidara up since he can solo both Mei and Tsunade at the same time even though you placed him on the same tier as them. His destructive capability far exceeds the characters in his tier and his hax does too. Also his flight speed is a force to be reckoned with as he was shown evading large scale sand attacks from desert Gaara.
A tier with just one shinobi? I suggest moving him up or moving Mei and Tsunade down to his tier.
Hold on why is Sakura low kage level? Without Katsuyu, you said she loses to base Lee, who is only low jounin level. I might move her down since she can only beat Kitsuchi due to bad match up.
I hope this isn't ordered since Yamato and Temari are overall stronger than most on this list.
Suigetsu so low? He should move up one full tier since his logia hax is too much for people on this tier and a lot of people on high jounin tier as well. Asuma and Sai should be higher than the rest on this tier. I suggest you move Shino down and move Torune up since Torune is more hax and is overall stronger. He also has better hype than Shino and his role of being an elite Root member and kage bodyguard put him above Shino in terms of prestige.
I'd move Haku up one tier for many reasons. Choujuro should be one tier higher since he is pretty fast and has a powerful mid ranged sword. Personally I'd move Sakon/Ukon down but that is just me.
Anko and Hayate by hype should move up one tier. Jiroubo probably moves down but you can keep him here.
Omoi is far above everyone on this tier and the one above so he should move all the way up to low jounin tier. He outclasses Karui in speed, kenjutsu skill and the fact he can infuse raiton in his sword. Not to mention he is above pre Yin Seal Sakura who is easily high chunin level. I'd add Izumo and Kotetsu to this tier.
Nothing wrong with this tier but I'd add the Demon bros as well.
Anyway you are missing Kankuro who I'd add at the bottom of high jounin tier or at the very top of mid jounin tier.

That sort of get messed up, i was intended to put Madara in the same tier with Hashi but typed wrong way and did not bother to change it despite making several edits. But yeah, Madz should go down a tier.
It was sort of problems with tier names. Putting Maddy and Hashi at "Demi-God", Naruto and Sasuke at "Demi God-Legend" and Nagato and Kabuto at "high legend" can suffice.
Finally, someone acknowledges Bee's power.
Kisame is more than likely to beat Minato (who is a tier above him) also can give a good deal of fight to Bee and Itachi. Also i think he can beat good deal of people of his tier in 1 vs 1 and more versatile than most of them barring Jiraiya.
I will move down both i suppose...
Yeah going for that is the best.
I was also accounting support abilities and healing (possibly regen, she is like a less versatile Tsunade), that matchup did not include any ninjutsu for Sakura, summoning was not the only restriction.
No anything after high jounin do not have any sorts of order:
Suigetsu is hacked and all, but he does not have much offense, his reserves are a question mark and possibly not that high, has no known counters for genjutsu (and genjutsu can be his worst matchup due to lack of pain infliction), Omoi can actually beat him. From his tier, i see Shino, Dodai, Pakura, Sai beating him, Cee and Kurenai has shot with him due to genjutsu.
I don't see Asuma beating anyone from high jounin tier tbh, Sai is alright but he gets effected by weather conditions(rain), without ink monsters he is only left with kenjutsu and taijutsu (which are pretty good, but not excellent or too high)
Haku's stamina is not even good enough, and considering Sasuke somewhat kept up with his movements after he got impaled with 1-2 Tomoe his speed is not too great either. Mind that this Sasuke with more experience and bodily health got severley outclassed in speed/CQC department to a weighted 13 year old genin Lee.
He can only beat Saiand Shino from upper tier, from his own tier genjutsu users have a shot and Kiba can beat him. He is between the line of low-mid jounin i can make him "replecable" as a special case.
I think they are about the level of people they are in the same tier with.
Jirobou is high chuunin, he can beat Suigetsu due to matchups and he should not be on the same tier with Ino and Tenten while he can solo them both at the same time about low-mid diff.
Omoi can be high chuunin along with others. Izumo and Kotestu did not have many feats, just names and ranks.
Maybe, they were not even about as relevant as Mizuki but putting them would be no harm.
Oh yeah forget him...He is mid jounin level to me.
