Third its zetsu even though hes not human really but still very impressive element control.

Last but no least i saw that you had Tobirama at 16 and Minato at 7 WTH
Tobirama hasn't displayed enough jutsus for him to be above Godaime hokage, Kakashi, A, Onoki and Gaara (not Mu, he can pick up his scent)..... Seriously, its the truth i mean he was only capable to use 1 edo shinobi and based on what kabuto demonstrated and spoke about orochimaru's form of edo tensei that he bettered, I really dont think that Tobirama edo version needs a sealing jutsu, it wouldn't even last long against Tsunade seen how many times she obliterated Madara in edo form.
As for Minato, i mean the guy is smart and all that, but there are some ninjas that you placed below him that could defeat him. example Mu, 3rd Raikage, Tsunade, Kakashi, Danzo and a few more. so that makes him off the top 10 completely.
Apart from that your list was a success in My opinion everyone has their own, we all have to acknowledged that, but Logic is the best way to compromise each individual ability and placed them.
First of all let me pointed out that Sandaime Raikage and Tsunade are on the same level or she's a bit higher based on everything i have seen so far, Its the truth guys no fanism around here now. Also all the sannins have surpassed there master Hiruzen so all 3 of then should be above Hiruzen at currents date...Thats the thing young Hiruzen cannot be classified with these ninjas because we dont know what he could have done within his prime...Furthermore there isn't much difference more than his STAMINA so his jutsus remains the same. I also see that you placed Danzo above Tsunade, Kakashi, Onoki, come on, these 3 shinobis can defeat him.... with Med-high difficulties based on everything i have witness throughout the manga. KA is completely overrated, moreover Danzo himself commented that he cant use it for a long period and cant use it often has it reduces his little stamina he already has tremendously. He cant control the senju cells in his body, which weakens his position from 12, i can understandingly seeing him defeating the 3rd Raikage WITH HIS WIND STYLES, but the 3rd has massive stamina which makes a impenetrable armor for a long period of time, compare to Danzo's endurance, so once again i would put the 3rd above him.

Also the part about Minato barely defeating MS Obito is BS. He defeated him in no more than 5 minutes, it was too easy to be honest. (and that was while protecting his baby, wife and village and being caught off guard; while obito already made preparations).
Hiruzen is not tenth. That's more likely Killer Bee's spot. He possesses the 2nd most powerful tailed beast and can control him perfectly. Being a perfect host pretty much guarantee's him a top 10 place. He can use multiple tailed beast bombs in a fight and his stamina is much greater than most shinobi in the narutoverse.
Kakashi and Guy are way too low, especially Kakashi and his new found Kamui powers. I know people don't like it but we have to face the facts that Kishi made his Kamui overpowered, it is a one shotter. It's also one of the fastest jutsu in the manga (even obito with both a sharingan and rinnegan couldn't detect when he warped naruto; Pain couldn't see him warp that needle; and 2 lightning fast Susanoo arrows were not fast enough to reach Kakashi). Kakashi can spam Kamui at least 5 times in a fight, and that's not even on full chakra. Kakashi is arguable top 10 for me or very close. Gates guy is also a top 15 for me, to be able to blast away Madara's Susanoo is impressive.
I like the list but there's a few errors. Like Hiruzen and Kakashi being able to use 5 elements is ridiculous. I don't even think that is possible for any shinobi except for special conditions like Kakuzu and his 5 different elemental nature hearts. Kakuzu is the only exception.

ROFLMAO. that fight lasted 6 seconds. Obito was marked and could have been teleported to at any moment plus he got stabbed . When Naruto kills Obito, Minato is the real winner, because instead of teleporting to him, he made naruto the jinchuuriki

22-24 are wrong, because katsuyu is never used in combat exept against manda, and in the filler with guy/lee imposters. Therefore, kakashi should be above tsu, and guy is much stronger than kakashi cause of 7 gates, and with 8, he's equal to naruto BM.

Don't forget that Obito was about 14 years old, chunin rank, and with very little battle experience. If you take the current Obito and compares him to Minato, you have to rank him above Minato.

well. name anyone who can get past itachi... cause anyone that is blessed enough to escape izanami cant escape totsuka sword. the only reason oro *survived* itachi is because he split himself into parts like voldemort did.. in a one on one, oro would be caught in izanami lol. sooooo name anyone who can get past those two things because as i see it, itachi is unbeatable. he only died both times because he chose to lose. sure skill wise ppl beat him.. but he can troll anyone into winning any battle so itachi takes the number 1 spot

So the excuses of Obito being 14/chunin level at the time is a bad excuse, I hate when people use it. Naruto is 16 and ended most of this war on his own. Besides, someone trained by Madara himself would be no weakling by any means.
Age doesn't mean a lot in Naruto though. Plus you can't call 14 year old Obito with MS Sharinga/Kamui (trained by madara, able to control kurama like a puppet, able to use wood style) chunin level. He got a serious upgrade after unlocking MS and upgrading with zetsu amour (which also gave him incredible physical strength).

So it's just those haxed jutsu, that seems to require little practice. I mean being able to siege control of the kuybi in first try, etc..
And btw, Naruto is 17 now (or soon to be 17). And Naruto is different. He has the kuybi inside him. And he has kage bunshin to train with, making his training haxed.
Obviously he had an insane power-up, but he still lacks the experience and knowledge about Minatos jutsu. Using the kuybi is probably pretty easy with sharingan. How else could the elders be suspicious of the uchiha clan for doing it? And we both saw, how easily Sasuke entered Narutos mind with sharingan. It seems to have a direct link to the sharingan.

Why many people ignore the facts?? Itachi lost to sasuke due of stamina? NO! He let sasuke win but before that he corner sasuke to get oro out. got it? itachi should be above sasuke as sasuke has shown his new skill with ems yet.. You can't put 1st hokage because we never seen what he fight. he is only one can stop madara because he knew madara. its doesn't mean 1st hokage is 2nd strongest. someone can beat 1st hokage. kabuto should be below sasuake and itachi.. they didn't know about kabotu and itachi hold back. kabuto knew about them. other is good list

I would say might gai he not the powerfulest ninja but but he strong enough to single handedly hit madara out out of it sasono with one hit. That the kage fail to accomplish, and for a person who only use taijustu to fight and fight iñ weight. He is a top ninja for me
