My list, with reasons. The names and powers are copied from BlackFlames' list, which was the most comprehensive when it came to listing the powers that the top 10 characters have.
1. Edo Madara - Rinnegan, EMS, Wood Dragon, Wood Release, Senju/Uchiha DNA - With all the hax powers of the Rinnegan, which includes the 6 path abilities and mastery over all elements, combined with the EMS powers of Perfect Susanoo (and possibly amaterasu and tsukuyomi), in addition to the very convenient powers of Hashirama's wood release, plus infinite chakra, immortality, indestructibility and so much shinobi knowledge and experience, as well as possessing the power of the current Juubi and being in his prime, this guy is absolutely unstoppable. He would stomp Tobi, Kabuto (even with his entire Edo army since Madara possesses Izanami as well), and current Naruto because he has the power of the Juubi and more MS techs in the VS Tobi case.
2. Obito - MS/Rinnegan, Wood Release, 6 paths of Jinchuriki, Senju/Uchiha DNA, Gedo Mazou/Juubi - The only reasons Tobi is inferior to Edo Madara is that it is possible to kill him and easier to defeat him if you exploit his 5 second Kamui interval. Unfortunately, his current possession of the Juubi makes it pretty much near impossible to do this, since Tobi's opponent will be way too occupied trying to survive total annihilation. The opponent faces a similar predicament but to a far lesser degree when Tobi has the 6 paths of Jinchuriki.
3. Kabuto - Dragon Sage Mode, all of Oro's powers, all of Oro's summons (e.g. Manda 2), powers from Oro's notable shinobis including Karin's, Suigetsu, Juugo's, Kimmimaro's bone thing and Tayuya's powerful sound genjutsu (others not worth mentioning), and an Edo Tensei army which includes Edo-Nagato, Edo-Itachi and Edo-Madara, who are easily the most OP and haxxed undead characters in the entire manga. Only OP sealers and Juubi-possessing versions of them can defeat them, which is pretty much only themselves.
Naruto, Nagato, Hashirama, EMS Madara and even the Edo-Itachi who defeated Kabuto, cannot handle that army when it's all together, since Edo Madara alone has enough power to slaughter them, so imagine him with all those other shinobi in the Edo army mentioned before whilst Kabuto is attacking with his full set of abilities - snake summons, dragon sage mode powers and stolen Oro-minion powers. No-one stands a chance. Only Juubi-possessing sharingan users can blitz them all at once to eternity and then Izanami/sharingan hypnosis genjutsu Kabuto to stop Edo Tensei. And even then, that is somewhat questionable since Edo-Madara has the ability to control the Juubi and Kabuto might use that card, but let's not give Kabuto powers he only potentially has but doesn't actually have.

Naruto - Bijuu Mode/ Kyubi mode, Toad Sage Mode, Senju/Uzimaki life force, Fastest Shinobi alive - The fact that Naruto can use sheer raw physical power and speed greater than anybody in the manga who is alive and mortal means that he doesn't even have to resort to ninjutsu to defeat somebody like Nagato. Being able to divide himself into so many clones of great power, skill and intelligence allows him to be a perfect counter to Kabuto's entire Edo army, and possessing Toad Sage Mode is perfect for matching Kabuto's Dragon Sage Mode but only because Naruto also has wind element rasengan, battle smarts and somewhat hax overpowering willpower that seems to overcome anything, which gives him the advantage over Kabuto.
However, Edo-Madara, Edo-Nagato and Edo-Itachi being in Kabuto's arsenal prevents Naruto from being able to defeat Kabuto because a Naruto that's divided himself would struggle with these lot individually. In addition, some of Kabuto's borrowed powers will most likely get the better of Naruto and Naruto has no way of stopping Kabuto's Edo Tensei, so it will just be a continuous fighting them over and over again until he runs out of chakra. Or, Naruto could always TalkNoJutsu all the Edos into moving on to the afterlife and maybe even Kabuto. But since that's more speculative, I won't place Naruto above Kabuto because of that. Such a power potentially puts him above Edo-Madara and Tobi too and might be one of the things that gets Naruto to No1 in the end. But until Naruto acquires sealing jutsu, he can't reach No1.
5. Hashirama - Mokuton, Wood Release, Bijuu supression, Seal Mastery. Once had ALL Bijuu in his possession before he distributed them to maintain a power balance for the sake of peace - I was going to put him a lot lower, but I played out some simulations of battles using all his known techniques in my head and it turned out that due to the great utility of Mokuton and sealing techniques, Hashirama could solo a lot of the Ninjaverse. Mokuton allows him to wrap and disable multiple enemies; that haxxed flower world genjutsu allows him a genjutsu advantage over many power-house ninjas. Insane regeneration, battle knowledge/experience and an intelligence great enough to develop an entire ninja system gives him those advantages too.
The only reason I didn't put him above Kabuto is because Kabuto possesses Pre-Juubi-possessing Edo Madara, who has Rinnegan, Perfect Susano, all of Hashirama's techs etc... and I didn't put him above Naruto because Naruto has demonstrated having an answer to each of Hashirama's attacks (which Madara has demonstrated, with the exception of the darkness jutsu, which Naruto can counter with Sage Mode senses). Naruto's incredible offence and tank abilities has the advantage over Hashirama, even with his sealing techs because he'll have to be on the constant offence and regeneration is not enough to save him from Bijuu Damas. However, there is a chance Hashirama might still defeat Naruto because he is quite clever and has lots of battle experience and knowledge that we don't have. He might get Naruto to walk into a sealing trap that defeats Naruto. But this is very speculative so I won't put Hashirama above Naruto for this.
6. EMS Madara - Perfect Susano (and possibly Amaterasu & Tsukuyomi), powerful fire techniques, lots of battle knowledge/experience, special items from Rikudo Sage and the ability to match Hashirama in battle. Since Madara and Hashirama were said to be rivals and equals, with Hashirama only being just a bit more powerful than Madara, it is only reasonable to put EMS Madara straight after Hashirama. Besides, I've mentally gone over simulation of battles he would have with other top 10 candidates, baring in mind all their abilities as fairly as I could and Perfect Susano and its' ability to cause major physical destruction without using ninjutsu gives Madara the ability to stomp the likes of Nagato even when he has summoned a non-bijuu-possessing Gedo Mazo.
Plus, Madara's superior battle experience + sharingan gives him a great edge of being able to anticipate and counter his opponents very well as demonstrated by his current feats such as escaping Edo Tensei. However, so far, there is no evidence that Madara has sealing techniques, which gives Hashirama an advantage over Madara, combined with Hashi's rivalling power.

Nagato/Itachi/Minato - these three are all tied because I've gone over many mental battle simulations of Itachi VS Nagato, considering all their abilities fairly - Nagato's overpowered rinnegan abilities, mastery of all 6 elements, Gedo Mazo summon, animal summons VS Itachi's impenetrable Yata Mirror defence, intelligence/ability to read opponent like a book and perfectly counter them + actually having efficient counters to Nagato's techs like Totsuka Blade's ability to cut, pierce and seal any monster summon Nagato throws at him and then Itachi's stamina/illness problem. When all that is considered carefully, one thing becomes really clear to me - Itachi VS Nagato will always result in Itachi definitely dying against Akatsuki's most powerful man due to over-use of jutsu, but due to Itachi being Akatsuki's fastest, most intelligent and efficiently equipped man, Nagato will end up getting sealed resulting in a win/lose for both of them.
That plus the manga implying that they are equals most notably through Kishi stating at the end of a manga chapter that they are Akatsuki's two best shinobi, makes me believe that they are equals. With various manga examples and neither of them losing any battles when at their best, they are easily two of the best and well-equipped shinobi in the Narutoverse, just like Kabuto, Edo-Madara and Hashirama.
I put Minato with these two because his incredible speed, intelligent + FTG combo feats despite being minimal have demonstrated that like Itachi, he can suss out weaknesses and ways of defeating enemies very quickly and accomplish them, making me believe he's on Itachi's level of intelligence + battle efficiency.
In regards to Nagato, FTG allows Minato to potentially get close to Nagato quickly and kill him with a mere kunai if Minato manipulates Nagato's shinra tensei time intervals. Although Nagato is so much more powerful than Minato, Minato's abilities gives him an advantage that can make a battle between the two go either way; even with the 6 elements and Gedo Mazo and animal summons, so it seems Minato is on that Itachi/Nagato equalness level. I was initially going to put Minato below them at 8, but I don't have enough evidence of Nagato or Itachi being able to do anything that Minato doesn't have an answer for.
Personally, it would be:

8. Itachi - 3 tomoe sharingan powers: non-KKG jutsu copy, ability to see chakra, powerful genjutsus, MS: Tsukuyomi, Amaterasu, Susanoo with Magatama, Totsuka sealing blade and Yata Mirror, ability to read opponent like a book and suss out weaknesses, intelligence/strategist, Knowledge/Experience, Forbidden Techs - Izanami (but would never use whilst alive).
9. Minato - Seal techs, Rasengan, FTG, Space/Time techs, Knowledge/Experience, Reaper Death, Frog/Toad summons - including Gamabunta.
10. 3rd Raikage - One of the fastest and strongest ever. Honestly, this guy HAS to make it into the top 10. I don't see how Muu or the other Mizukage can defeat him. Able to go toe-to-toe with the friggin 8 Tails and battle for three days straight. He is technically physically the most powerful shinobi in the whole thing. His only weakness is lacking strategic intelligence, which is why I can only see very intelligent strategists/very battle smart shinobi, mind-damaging genjutsu users and powerful shinobi with sealing techs or soul sucking techs or physically being on the level of the most powerful of tailed beasts; and Muu & Mizukage don't fall into this category.
I was hoping to put EMS Sasuke here based on what we've seen and not this "He's meant to be equal to Naruto" BS nonsense. He will be equal to Naruto when they meet, but until then we don't know much about what he can do. From what he has demonstrated so far though, he's not really top 10 material just yet. He's just about nearly scraping towards it. I would put him at 11. He has yet to surpass Itachi only because Itachi had Totsuka Blade and Yata Mirror, although Sasuke has to be close because if he has EMS then he has Perfect Susano and I have no doubt that Sasuke soon will probably jump right up to join Naruto near the top. I'm banking on whatever is in Orochimaru's scroll getting him here. Current KillerBee with Samehada seems to be somewhere here too.
Jiraiya with all his techs, rasengan, frog summons, Ma/Pa and Frog Song and Oro with his full arsenal, arms, 8-Hydra tech and Edo Tensei (and his ineffectively-used Hashirama and Tobirama) would also be in this position of nearing the top 10, as would Muu, Onoki, current Bee.
Although Prime Hiruzen should get some recognition, we haven't been told of what exactly it was he could do, so although by hype he should make the top 10, I won't put him there. Even the old one by hype should be somewhere in the top 15, but without any more info on what he could do - in terms of actually seeing him do it - I don't see how he would be able to handle all of Oro's snake summons, 8 Hydra and Edo tensei unless Oro runs out of chakra, which is possible since old man Hiruzen has a lot more chakra than Oro. Hiruzen makes a possible top 15.
So something like...
11. Current EMS Sasuke/KillerBee
12. Muu/2nd Mizukage
13. Jiraiya with all his techs, rasengan, frog summons, Ma/Pa - water, fire, oil techs + Frog Song
14. Old man Hiruzen/Oro with full arsenal, arms, 8-Hydra tech, full snake summons and Edo-Hashirama & Tobirama - Oro > Hiruzen in terms of tech, ability and power, but realistically the chakra it would take to do this will give Hiruzen what is required to keep up and match Oro so that they eliminate each other since Hiruzen has the chakra even if he doesn't have the stamina.
15. Onoki - Old man Hiruzen was said to be the strongest out of all the different country's kage at the time of his death, meaning that he's somehow > Onoki.
The likes of Tsunade, Raikage, Kisame, Gaara fall into the next tier.

Jiraiya with all his techs, rasengan, frog summons, Ma/Pa and Frog Song and Oro with his full arsenal, arms, 8-Hydra tech and Edo Tensei (and his ineffectively-used Hashirama and Tobirama) would also be in this position of nearing the top 10, as would Muu, Onoki, current Bee.
Although Prime Hiruzen should get some recognition, we haven't been told of what exactly it was he could do, so although by hype he should make the top 10, I won't put him there. Even the old one by hype should be somewhere in the top 15, but without any more info on what he could do - in terms of actually seeing him do it - I don't see how he would be able to handle all of Oro's snake summons, 8 Hydra and Edo tensei unless Oro runs out of chakra, which is possible since old man Hiruzen has a lot more chakra than Oro. Hiruzen makes a possible top 15.
So something like...

14. Old man Hiruzen/Oro with full arsenal, arms, 8-Hydra tech, full snake summons and Edo-Hashirama & Tobirama - Oro > Hiruzen in terms of tech, ability and power, but realistically the chakra it would take to do this will give Hiruzen what is required to keep up and match Oro so that they eliminate each other since Hiruzen has the chakra even if he doesn't have the stamina.
15. Onoki - Old man Hiruzen was said to be the strongest out of all the different country's kage at the time of his death, meaning that he's somehow > Onoki.
The likes of Tsunade, Raikage, Kisame, Gaara fall into the next tier.

i agree up to sasuke, but then your list is a bit flawed imo. i'd put Hiruzen at 8, Minato at 9 and Hanzou at 10 myself. Hiruzen could probably be way higher, but that's an argument for another day. Itachi and Jiraiya while top 15 aren't top 10 material imo, there's the 3rd raikage, muu, probably tobirama above them.
