Well I would say Kakuzu needs to be there....in my opinion I find him capable of fighting equally with Kisame at best....but both of them are below Nagato.

Naruto and Sasuke are above Kakashi

Despite loving Lee, Neji, and Shikamaru....no way they get there....ESPECIALLY since they are put above Zabuza, Bee, and Orochimaru
