Idk about Izuna, we only know that he has MS and was equal to MS Madara, lived in time of constant wars and fought along his and Madara' father against Senjuu.

S/T jutsu are very tricky ones, examples are: Obito, Minato and Tobirama.
Obito is only threat to Naruto, because of S/T Ninjutusu called Kamui, let's take it from him and Naruto bijuu mode could stomp him.
Another example:
Minato use S/T barrier to send Kyuubi bijuudama somewhere. Could it mean that Minato> Kyuubi ?
S/T jutsu allows you to escape enemy in instant, attack in instant or even use enemy jutsu against himself/herself.

Why not ?, Izuna is little brother of Madara, who activated his own MS at the same time as Madara. Both Uchiha brothers were training and fighting all their lives. Moreover only by fact that Izuna was mortally wounded by Tobirama's sword slash, but it wasn't normal slash it was connected with S/T jutsu. I am sure Tobirama and Minato could give death blow to Hashirama, Madara or another powerhouse, if enemy doesn't have intel of S/T. Obviously it doesn't mean Tobirama>Madara or Tobirama> Hashirama,

(I do not use Edo characters in my poll, because you would have to seal them instead of kill them. Pretty unfair. Edo Tensei users are in the list, but Edo itself is banned. Do not get upset if Kabuto is not #1.)
