ok here we go people this top 10 is not going to be biased this is based on feats and hype but mostly feats overall...
1.No question goes to non other than edo madara as a shinobi he has everything this manga requires to be the strongest minus a jinchuriki but as an edo with perfect sussano he does not need one

he has broken the edo tensai and did this of his own power so kabuto arguments end there plus kabuto is now fodder again lol so yeah edo madara ftw sharingan ems rinnegan wood release ems level genjutsu Perfect Sussano preta path absorbs all jutsu what else do you need? the answer is nothing no one we have seen can one on one edo madara...
2.Obito! come on guys kaumi? rinnegan? 6 bijuu paths? in the next storm game who isnt gunna try out tobi with the bijuu paths??? even without them obito still has high wood release skill

on top of his signature kaumi he cant even be harmed unless you know the perfect time to strike which manyyyyyy people dont his taijutsu and weapon skills are very good he was owning kakashi in hand to hand combat

id say obito one on one beats the next three anyway..
3.Hashi simple feat of beating ems madara and the kyubbi is enough to place him in the top 5 but kabutos constant praise and edo madaras respect for hashirama earns him the 3rd spot the edo tensai in the begining of the series was not a good exhibition of his power... although the next too im about to mention may surpass him soon..
4.Naruto being his show his power has sky rocketed lately and bijuu mode is quite impressive speed upgrades ability to hand out powerful chakara bijuu dama as powerful as 5 other bijuu and kuramas cloak and make him formidable sage mode put naruto into kage level kcm high kage level and bijuu mode surpassed it easily this makes him very formidable i believe he is stronger than hashi but many will disagree but if not now next powerup naruto will be over hashi..
5.Sasuke uchiha yes people sasuke is that good right now fire release at high level plus many chidori variants the most powerful being kirin ems now takes the drawbacks away from sasukes most powerful techniques.. amatertsu sussano blaze release the combination of those and various genjutsu abilites speed wise he is still top 10 but naruto outclasses him here yet no current kage one on one will solo sasuke nor will minato as he has nothing strong enough to break sussano rasengan is his most powerful offensive technique and madaras rib cage withstood a sage mode enhanced odama rasengan with no problem so sasukes v3 ems level sussano will trump minatos biggest rasengan easy speed doesnt matter since blaze release will burn minato to death i say minato because no past hokage besides hasi has the feats to beat sasuke simple and plain hizuren fanboys sorry hes not fast enough to dodge ama plus has nothing capable of breaking sussano reaper death seal would kill both making them equal but sasuke has ways to kill hizuren on the other hand hizuren has no other option..tobimara? no feats saying hes dodging ama or breaking sussano high water release will not stop never ending flames nagato is sasukes biggest issue yet his immobilty makes sasuke the winner if split into six paths of pain it goes better in sasukes favor... longest post because this will undoubtedly be the most disagreed with sasuke has haters we know but no one can deny his power...
6.Nagato 3rd sage of six paths would be above sasuke but sage mode naruto kept up with nagato well and ems sasuke is far above sage naruto in power so this would be the main reason other than that nagato is a power house ninja with all his abilites he could have easily owned a large portion of the alliance solo a mini edo madara if you will he has shinra tensai preta path chibaku tensai many other powerful moves he is formidable and would be above both naruto and sasuke but his immobility makes him an easy target and if he splits his body into the pains stopping one power is alot easier than stopping 6 in one body so that makes it easier for the ninja above him to win...
7.Itachi Uchiha totska blade yata mirror sussano amatertsu tsukiyomi murdered the whole uchiha clan anbu captain at lyk 13 almost invincible when hes in sussano with his sword and shield also has alot of intellegence enough to get him out of many intense situations with ease and calm truly a force not to be underestimated he has also shown the fastest handsigns in the manga this is a huge feat earining him this spot
8.Minato hes a beast people still fastest ninja in the manga dont worry his intellegence makes him strong as well but with only the ftg and rasengan he can defeat the ninja above him fairly in a one on one fight itachi the closest one beats him due to sussano not being broken by any of minatos moves plus genjutsu is a high possiblity since minato is neither jinchuriki or uchiha and theres no way minatos beating nagato so hes 8
9.Killer Bee / Ay i believe these too are equal but bee is the 1st jinchuriki to be a perfect host and he is exteremly versatile in battle the raikages speed is incredible this is easy to see but his own speed is not enough to place him above any of the mentioned so ay and bee tie imo
10.kakashi
kaumi is one helluva move with kaumi kakashi is stronger than alot of past kages and thats facts people hizuren is not fast enough to escape nor does he have a defense to stop the move same for tobimara and any other current past kage not mentioned if one person would come next id say shisui since koto is OP
but thats it no one else is in the top 10 in my eyes this list is of all time excluding SO6P and his sons..
