I like that Gaara is 16:th and 2 mizukage is 11:th. Gaara was the one that beat the 2:nd mizukage?
Also you can't seriously mean that Sasuke is in the top and Naruto is 9:th? First of all Sasuke is NOT the strongest shinobi and Naruto is stronger then you think. Fanboy much?
One of the best lists I've seen though I think naruto will eventually be number 1. I also like that you didn't include so6p. I also feel minato should be higher near obito though i do have a strong like for him. I feel nagato is tied with obito. I honestly would put minato higher if we need more of his power. I guess it's a matter of opinion. Nice list though

2. Uchiha Madara. Second only to Hashirama Senju. Lived for over a 100 years. Created Akatsuki ( The idea of a secret oraganisation working towards the moon's eye plan was his, NOT Obito;'s and NOT Yahiko's! ). In his Edo from the dude is a GOD!.
3. Itachi Uchiha. Most gifted Uchiha of his era. Killed the entire Uchiha clan. Was stronger then Sasuke with Oro's powers. As an Edo was able to break free from Kabuto's control and defeated Kabuto with Izanami. Helped beat Edo Nagato.
4. Nagato. Killed Hanzo. Had the Rinnegan. Was the official leader of Akatsuki ( Even though he received his orders from Tobi ). Killed Jiraiya, arguably the strongest of the 3 Sannin's. *****ed up the entire Konoha village all by himself.
5. Senju Tobirama. Was involved in the first great conflict between the Uchiha and The Senju. Killed Uchiha Izuna. Was not afraid to **** around with Madara. Created Edo Tensei. Ruled with an iron fist.
6.Orochimaru. ( Before you say he is weak hear me out ) One of the 3 Legendary Sannin. Perfected Edo Tensei. According to Hiruzen Oro has a vast arsenal of Ninjutsu that we haven't seen yet. Kinjutsu master. Attacked the leaf and nearly destroyed it. Responsible for the death of one of the most powerful Shinobi to have ever lived, Sarutobi Hiruzen. Killed the 4th Kazekage. Was able to fool even those the closest to the 4th Kazekage and forced The Sand nation to attack Konoha. While in Akatsuki spied on Tobi and found out a lot about him and his real plans. Probably knew his identity as well. Was "Killed" or should i say neutralized 2 times and is back again. Now has his soul arms back and thus his Ninjutsu's again. Has more chakra then before thanks to Kabuto. Was able to get Senju DNA finally thanks to a Zetsu clone.

Let's see . Hashi and Madara are right to be in top 3 , but the lack of Obito ,with Kamui and Rinnegan is just stupid.
3. Itachi? Really? I love Itachi as a character but placing him above Nagato? He didn't get out of Kabuto's control thanks to his power, like Hashi and Madara, he used KA to himself.Even Konohamaru could have done that if he had Shisui's eye.I agree he was strongest than Sasuke at their fight , but he isn't now since Sasuke has EMS.And he is no way above Nagato, he would have got solo'd by Chibaku tensei only if there weren't Naruto&Bee. Oh and what does killing his clan have to do with this? He killed them he didn't battle them.

5.We haven't seen enough from him, so I don't ve something to say either.
6.Orochimaru huh?Well he does have all the qualities you listed, but he is in no way no.6. He had trouble fighting 5-6 tailed Naruto, he lost to Sasuke with ease (well , he didn't have his arms so this point is kinda unstable),and he is defetely below Muu and Minato. One could also say he is below DSM Kabuto too, since Kabuto is smarter and has more intel, determination and the best Sage Mode in the series, but this is arguable.
Alright I've decided to make a legit top ten based solely on my opinion on they and what they have done.NO FANBOYISM is included Edos' are included as long as they have been revived and have fought.
1.) Edo Madara Uchiha ( He took hashirama on head to head for 3-days straight and barley lost.( since then he has gained Mokuton, Perfect susano'o and rinnegan which I believes makes him slightly if not even to hashirama in strength.)
2.) Hashirama Senju ( we have yet to see his edo fight so basing this on his normal version.))Same as above he has faught madara and Won. Nuff said)
3.) Obito Uchiha (Since losing to minato in the past Obito has gained (sorta) Mokuton abilities, Rinnegan, and has gained exception strength also in a one on one fight vs naruto, Naruto would not win... Just saying)
4.) Naruto Uzumaki ( Is currently stronger than Sasuke uchiha, Itachi uchiha, Minato namikaze, Jiraiya and a few other. Now has acess to bijuu mode sage mode and chakra mode again hes 4th because he would not win a one on one fight against obito.)
5.) Edo Nagato Uzumaki ( Was only defeated due to being sealed and I highly doubt he would have been able to be beaten by any character other than itachi himself.)
6.) Killer bee (No explaination really needed >_>)
7.) Sasuke Uchiha ( Hes a character that not posses the abilites of Eternal mangekyo sharigan.. Along with basically has a completed susano'o. I can almost say hes stronger than even itachi atm so I was unsure as if I should give him this spot or not)
8.) Edo Itacihi Uchiha.. (He is only above minato because he along with sasuke defeated DSM kabuto something sasuke nor anyone else would have been able to do without the help of itachi uchiha so I feel he as earned his spot to be above minato)
9.) Minato Namikaze (Fanboys chill Im pretty sure we all know that sasuke has more or less surpassed itachi who is more or less equal to minato namikaze... Just saying your now? Anyways Minato has his FTG, Rasengan and sealing techniques which could come in handly ya know? I honestly doubt he could defeat DSM kabuto without killing him and releasing Edo tensei(which was itachi's goal)
10.) Jiraiya.. (TBH he probably could not beat edo tensei Itachi... Just saying and I don't think hes able to beat minato as he was during his death. but he can beat quite a few people.)

this is my personal opinion not saying its the best list or anything as it's probably not but it is sorta accurate..
but yah what do you think.... Yah I say Just saying alot Got a problem with it?
