If you are talking about the user... it's obvious: Itachi, his main fighting style included genjutsu, and he is the only chararacter who we saw using genjutsu on a regular basis...
Yea Shishui had the best genjutsu but there is no proof in the manga that he was as good as itachi at using it.

Shisui was hailed as the most powerful genjutsu user in the clan during the time Itachi was there.

Didnt include shisui because when bee said he was hailed as the strongest genjutsu user, i take it he meant because he had the strongest genjutsu. Lets assume he meant the most skilled, its safe to say itachi has surpassed him.

Those sharigans do not belong to danzo therefore its not his power
