1. 2nd Hokage 2. Kisame 3. Kisame 4. Kisame 5.Kisame numbers 6 to 2000 all Kisame. Yeah after the 2nd Hokage there hasn't been anyone that can top Kisame in water techniques thus far.

Its not hype when that person had that ability. Its like saying Hashi had wood , but we hadn't seen it.. so that would be hype to? no.

hashi has wood and tobirama has water yes but for now both is all hyper cuz we havnt seen it....but i have personally seen kisame use some serious water jutsu so based on what ive seen i put him first
also followed it with i could be wrong so ppl dont complain because its just how i feel atm

I honestly think Kisame is over-rated. Yes, he can use large scale techniques in areas with no water but I feel thats more to do with his large chakra reserves than skill.
It's said that Tobirama was the best water style user, but I wouldn't be suprised if he has been surpassed. Mei pretty much replicated what Tobirama did - water encampment pillar (he used wall) + water dragon with no hand seals, in an area with no water and to a much larger scale. Her water dragon dwarfed Madara's incomplete susanoo. Also, she can use boil release so therefore she must be a suiton master.
Its stated that Hiruzen was the most powerful hokage but after finding out more about Hashirama, people belive that he is the stronger of the 2. Hiruzen was the best in part 1 and Hashirama was best in part 2. This might be a similar case with Tobirama and Mei,

In terms of quantity, sure Kisame is the best since he has the largest amount of chakra, but in terms of skills don't really know why Kisame is considered as the best. If we really look at it, it's Tobirama the best one in the use of suiton techniques. Kisame takes the 2nd position. After that, then i will say Mei, then i don't really know but i will say Zabuza because of his mist and finally Kakashi

Personally, I don't know what is the big deal in making water out of air moisture if you can just spit it. And Kisame spits actual oceans, I think his Suiton skills are much more dangerous than what Tobirama has shown thus far regarding this ability. I still put the Hokage in second place, though.
Mei takes the third place because she is able to douse Madara's Katon, something would require a whole squad otherwise.
