Being the best is subjective. Onoki can be considered the best because his weight moves are so hax and useful, but then there's Kitsuchi who can hold the Jubi in a Doton, and others who can fuse Doton to create a new nature. We'd need specific categories for each nature. One could consider Sasuke better than the Raikage but his best Ration, Kirin, probably won't penetrate skeletal+ Susanoo yet Raikages Nukite will go through it like wet tissue. Too many variables for me.

Sasuke should be the best raiton user without question. Indra's arrow surpasses anything the raikage has shown us.

If we include Ridoku feats then theoretically Naruto should be the best in every category. Full understanding/mastery of all chakra natures in the universe, fuse any elements he wishes etc. His Yonton (Katon + Doton) RS cut down the god tree. The elements he fused had to be on steroids beyond anything we've known so why aren't people ranking him best in at least those two? Anyone who gets a hold of Ridoku chakra will suddenly "be the best' at something than someone without it so its not a good way to gauge who's actually the best but since the OP wants to talk feats only yeah, you can put Sasuke number 1 in Raiton via Indra Arrow but don't forget to rank Naruto 1 in Katon and Suiton because "by feats" he can do at least

Kkg's aren't on list it's best of basic. Hence why ama users (technically ama is enton/blaze not katon) aren't #1 on top katon lists.

Sasuke may have had rikudou chakra but he still manipulated the largest amount of raiton on his own. Naruto needs the bijuu's permission to access all the elements, he isn't a suiton user, isobu is.

Right, I'm agreeing with your post but to an extent. He manipulated it the way he did because he had Ridoku power. Indra's Arrow is only that powerful because of Ridoku and all the Bijuu power backing it up, which you said is a shared power so you're contradicting yourself when you say Sasuke is far above everyone because of it.

I'm not contradicting myself. The chakra gained from the bijuu for sasuke wasn't raiton, the chakra gained from the bijuu for naruto is whatever nature release the bijuu has. If naruto asked for son goku's power he won't get suiton, because son goku uses yoton.

Sasuke literally took the chakra from all the bijuu & converted it into one nature release, it's different from sharing power w/ bijuu because the bijuu are the nature release users, not naruto. Sasuke uses raiton, not the bijuu. The volume of chakra he can convert only adds to the impressiveness of what he did.

The bijuu backing him up is irrelevant to my point. I'm not including help, the bijuu boosted the amount of chakra he can convert yes, but the bijuu never actually helped him convert it. He converted all that chakra by himself.

I'm merely basing my list off of feats displayed by individual characters. Rinnegan sasuke can manipulate a massive amount of raiton assuming he has the chakra in order to do so, but that isn't the same case w/ naruto who only has what the bijuu can provide.
